Difficult to say for sure but the Councils earlier support, leading to the club incurring expenditure was followed by a U turn by the Council. I was never confident that the Council followed the proper process in formal decision making, in accordance with their governance obligations. There could have been a case of the club threatening Judicial Review around this. They subsequently confirmed their U turn through their committee processes
Just conjecture but I believe that there may have been a case for Judicial Review which goes to the zHigh Court Neither party would have wanted a judicial review and the Council would have been wary about contact with the club if ther3 was a possibility. Depends if you play poker
